A unique and fascinating group Until September 1864, communications between the small French colonies in the Indian Ocean and France were difficult and very slow. No regular shipping service existed-letters were carried by whatever ship called, and posted when and where possible.
As early as 1862, merchants at Mayotte tried sending mail privately to Seychelles for posting at the British Post Office there, to save time versus carriage to Reunion or Zanzibar.
In September 1864, the French Messageries Impériales began scheduled monthly services between Suez and Mauritius, stopping at Aden, Seychelles, and Reunion. This service was the key to the French colonial mails.
M. Dominjod was the Messageries Impériales shipping agent in Mahe, Seychelles. In 1864 he was approached by the governor of Mayotte to act as a transit agent for French mails, and he accepted. In early 1865, an employment contract was signed, creating a French Postal Agency at Mahe, with Dominjod as Postmaster. He was to collect mail from the French colonies (Mayotte, Moheli, Grand Comoro, Anjouan, Nossi Be, Diego Suarez, and Ste Marie de Madagascar) and arrange carriage by French ships to Marseilles, and to receive mails from Marseilles and arrange carriage to those colonies. His annual salary was set at FF1200. Various other official correspondence regarding setting up this office, as well as closing it, are included.
Covers sent by this service can easily be distinguished from others. Mails from the Seychelles Post Office were marked with various devices aboard the French ships, always stating "Col Ang" for Colonie Anglaise. Dominjod's covers were cancelled with markings reading "Col Fr" for Colonie Française. Generally, they were cancelled the date the ship sailed, so a "Col Fr" marking dated at the Seychelles must be from this office.
This correspondence includes many covers from Dominjod to his sister, Mme Cordier, in Dijon or Paris. It also includes covers to others. The earliest covers predate the office, and were sent by various British mails. Many covers sent through the office between 1865 and 1870 are included.
Most were sent at the 6 decime "unpaid" rate, the same charged for any unpaid cover put in the French mails in the Indian Ocean. Two, however, are different: an 1868 cover prepaid at the 5 decime rate, postage paid by 2 x 20c and 1 x 10c Laureate issue of France, applied by the sender and cancelled at Seychelles (carried by Emirne sailing 24 Nov 68), the other sent at the 2 decime (20c) military concessionary rate, prepaid by a Laureate issue stamp. These are the only recorded usages of French stamps at Seychelles.
After the office was closed (by British demand) in 1870, the correspondence continues, again through the British mails.
